Kelly Packard was born in Glendale, Ca, on January 29, 1975, and grew up in Arizona. She then returned to Canyon Country, Ca, and won the title of Miss California Pre-Teen in 1988. Kelly has starred on such series as "The Wonder Years," "Blossom," "Step by Step," "Living Dolls," "What a Dummy," "Wake, Rattle and Roll" and "Boy Meets World." She also had a featured role in the film "And You Thought Your Parents Were Weird." She is most famous for playing "surfer babe" bass-guitarist Tiffani Smith on "California Dreams". Her debut on Dreams was September 12, 1992, and was one of the original series regulars throughout the show's four year run. Kelly is now a series regular on the immensely popular "Baywatch".
